Wind turbine manufacturer Vestas has set up a corporate office in Houston. The Danish company employs more than 500 people in Texas and over 5,200 people in North America.

“Houston is the ideal location to expand our office operations in the U.S. due to its central proximity to many of our wind projects, customers, and suppliers,” Laura Beane, president of Portland, Oregon-based Vestas North America, said in a news release.

One of those customers is Houston-based renewable energy company Engie North America. In 2023, Vestas announced a 270-megawatt order from Engie for 60 wind turbines. The turbines were expected to start producing energy in early 2025.

“Producing homegrown energy, powered by the hard work of Americans nationwide is critically important and we look forward to increasing our presence in Texas and continuing to provide generational jobs to Americans across the state,” Beane added.

In a statement, Houston Mayor John Whitmire welcomed Vestas to the city.

“The company's decision to establish a new corporate office underscores our city’s commitment to sustainable energy and promises to provide quality jobs and economic growth,” Whitmire said. “We are excited to support Vestas’ mission to drive innovation in renewable energy. We look forward to a prosperous partnership that benefits our community.”

Texas is the No. 1 state for wind energy capacity and energy production, representing 28% of all U.S. wind-generated electricity in 2024, according to Vestas. The company says it has installed over 3,500 wind turbines in Texas, helping supply power to nearly 7 million homes.

Steve Kean, president and CEO of the Greater Houston Partnership, says the Vestas announcement represents “a significant and exciting development” for the Houston area.

“This decision underscores Houston’s position as a premier energy hub and desirable location for businesses, bolstered by our talent, world-class infrastructure, and a pro-business environment,” Kean said in a release.

Aside from the Oregon and Houston locations, Vestas maintains offices in Boston and Portland, Maine, and operates factories in the Colorado cities of Brighton and Windsor. Vestas services 315 wind farms in 31 states.

Vestas predicts its 2025 revenue will range from about $19 billion to $21 billion, up from about $18 billion in 2024.

Investors from Houston and Boston fuel Greentown with $4M commitment

Greentown Labs, a climatetech incubator with locations in the Houston and Boston areas, has announced it has received funding from a mix of investors.

The $4 million in funding came from both of the Houston and Massachusetts locations. Houston investors included Bobby Tudor, CEO of Artemis Energy Partners and chairman of the Houston Energy Transition Initiative; David Baldwin, co-founder of OpenMinds and TEX-E and partner at SCF Partners; and Rice University. Other investors included MassDevelopment and the City of Somerville.

“The challenges of the energy transition are immense, and the role played by technology incubators like Greentown Labs is essential,” Tudor says in a news release. “We believe this role, which is a partnership between academia, industry, philanthropists, entrepreneurs, and governments, is the best way to get to effective, scalable solutions in a time frame that the urgency of the challenge requires. We need all hands on deck, and this partnership between Massachusetts and Texas can be a role model for others.”

According to Greentown, the funding will support its financial position and contribute to preparing the incubator for its next chapter of supporting its its leadership team prepare for Greentown’s next chapter supporting and growing its 575 startups.

“Greentown’s mission aligns closely with the Houston Energy Transition Initiative’s goal of accelerating global solutions to address the dual challenge of meeting growing energy demand globally while also significantly reducing CO2 emissions,” adds Steve Kean, president and CEO of the Greater Houston Partnership.

With the announcement of the funding, Greentown named its board members, including Tudor, who will serve as Greentown Labs Board Chair. The other Houston-based board members are:

  • David Baldwin, co-founder of OpenMinds and TEX-E; partner atSCF Partners
  • Bob Harvey, former president and CEO of GHP; board member of TEX-E
  • Jane Stricker, senior vice president of energy transition and executive director of HETI

“With this new funding, Greentown is poised to expand its impact across its existing ecosystems and support even more climatetech startups,” adds Kevin Dutt, interim CEO of Greentown Labs. “We believe in the essential role entrepreneurship will play in the energy transition and we’re grateful for the support of our partners who share in that belief and our collective commitment to commercializing these technologies as quickly and efficiently as possible.”

According to Greentown, the incubator plans to announce its new CEO in the coming months.

Houston carbon storage solutions company names new energy transition leader at pivotal time of growth

Graham Payne sees a bright future for the multibillion-dollar energy transition economy in Houston.

“It’s been said that Houston is poised, like no other city, to lead the energy transition. And I’d have to agree, because we have all the requisite natural resources, industry, and talent,” says Payne, the new director of energy transition at Houston-based carbon capture, utilization, and storage (CCUS) company Caliche Development Partners II.

Caliche and other Houston-based energy transition companies secured $6.1 billion in private funding last year, up 62 percent from 2022, according to the Greater Houston Partnership.

Investment banking firm launches cleantech group, names Houston-based co-leader

A Houston investment banker has been tapped as co-leader of a new team at investment bank Moelis & Co. that will mine the energy sector for cleantech deals.

Publicly traded Moelis said September 7 that it hired Arash Nazhad as Houston-based managing director and co-head of its newly formed clean energy technology group. Nazhad joins Moelis from financial services giant Citigroup, where he was managing director of its clean energy investment team. He worked at Citigroup for nine years.

During his tenure at Citigroup and, before that, Norwegian energy company Equinor (which operates a Houston office), Nazhad helped carry out more than $50 billion in M&A advisory activities and helped raise over $40 billion in capital for clients. He’s been involved in the rollout of more than 20 IPOs.

Houston energy transition leader joins California company's board with investment

A Houston business leader has taken a seat at the table of a San Francisco-based tech company.

Puloli, an IoT solutions-as-a-service company has announced an investment from, Artemis Energy Partners, a Houston group founded by Bobby Tudor. The terms of the deal were not disclosed.

With the transaction, Tudor joins Puloli's board of directors, bringing expertise from a storied career in energy transition from his roles at Tudor Pickering Holt & Co. and the Greater Houston Partnership.

"Bobby brings a tremendous amount of credibility and energy industry insight to Puloli and complements what Jodi Jahic and Aligned Partners bring to Puloli," Kethees Ketheesan, CEO of Puloli, says in a news release. "Bobby's endorsement of Puloli solution will be a big boost in accelerating our growth."

Energy exec to take the reins of the Greater Houston Partnership

A longtime energy executive has been named the next president and CEO of the Greater Houston Partnership. He'll take on the new role this fall.

The GHP named Steve Kean, who currently serves as the CEO of Kinder Morgan Inc., to the position. He's expected to transition from CEO to board of directors member at Kinder Morgan on August 1. Kean will then assume his new position at GHP no later than Dec. 1.

Dr. Marc L. Boom, GHP board chair and president and CEO of Houston Methodist, made the announcement at a press conference June 21.

“Steve brings incredible business acumen and leadership skills to the organization," Boom says in a statement. "Coupled with an extraordinary passion for Houston, he will build on the Partnership’s momentum to continue to advance greater Houston as a region of extraordinary growth and opportunity.”

A longtime energy executive has been named the next president and CEO of the Greater Houston Partnership. He'll take on the new role this fall.

The GHP named Steve Kean, who currently serves as the CEO of Kinder Morgan Inc., to the position. He's expected to transition from CEO to board of directors member at Kinder Morgan on August 1. Kean will then assume his new position at GHP no later than Dec. 1.

Dr. Marc L. Boom, GHP board chair and president and CEO of Houston Methodist, made the announcement at a press conference June 21.

“Steve brings incredible business acumen and leadership skills to the organization," Boom says in a statement. "Coupled with an extraordinary passion for Houston, he will build on the Partnership’s momentum to continue to advance greater Houston as a region of extraordinary growth and opportunity.”

The GHP's outgoing president and CEO, Bob Harvey, announced his retirement earlier this year, and will remain in his position until Kean is onboarded. Kean was selected via a search committee established by 2022 board chair, Thad Hill. The committee was chaired by Marc Watts and included Boom, Thad Hill, Paul Hobby, Gina Luna, Eric Mullins, Armando Perez, and Ruth Simmons. The process, which looked at over 70 highly-qualified Houston leaders, also included the services of Spencer Stuart to manage the search.

“This last decade has been a dynamic time for Houston and the Partnership," Harvey says in a statement. "As a life-long Houstonian, it has been an honor to focus my efforts on supporting Houston’s continued growth and working with the business community to create opportunities for all Houstonians. This is an exciting time for Houston. I am very pleased that Steve is enthusiastic about leading the Partnership, and I look forward to the organization’s continued success under his leadership.”

With decades in the energy industry, Kean joined Kinder Morgan in 2002 and has served as COO, president of Natural Gas Pipelines, and president of Kinder Morgan Inc. before rising to CEO. He received a bachelor's degree from Iowa State University and his law degree from the University of Iowa.

“I’m grateful for the opportunity to serve our region in this role," he says. "I look forward to building on what Bob, the Board, members, and staff of the Partnership have accomplished. I know first-hand the opportunities that a vibrant business sector can create for people and communities. I look forward to expanding those opportunities further.”

What EPA’s carbon capture and storage permitting announcement means for Texas

Earlier this month, Texas was granted authority by the federal government for permitting carbon capture and storage (CCS) projects. This move could help the U.S. cut emissions while staying competitive in the global energy game.

In June, the U.S. Environmental Protection Agency (EPA) proposed approving Texas’ request for permitting authority under the Safe Drinking Water Act (SDWA) for Class VI underground injection wells for carbon capture and storage (CCS) in the state under a process called “primacy.” The State of Texas already has permitting authority for other injection wells (Classes I-V). In November, the EPA announced final approval of Texas’ primacy request.

Why This Matters for Texas

Texas is the headquarters for virtually every segment of the energy industry. According to the U.S. Energy Information Administration, Texas is the top crude oil- and natural-gas producing state in the nation. The state has more crude oil refineries and refining capacity than any other state in the nation. Texas produces more electricity than any other state, and the demand for electricity will grow with the development of data centers and artificial intelligence (AI). Simply put, Texas is the backbone of the nation’s energy security and competitiveness. For the nation’s economic competitiveness, it is important that Texas continue to produce more energy with less emissions. CCS is widely regarded as necessary to continue to lower the emissions intensity of the U.S. industrial sector for critical products including power generation, refining, chemicals, steel, cement and other products that our country and world demand.

The Greater Houston Partnership’s Houston Energy Transition Initiative (HETI) has supported efforts to bring CCUS to a broader commercial scale since the initiative’s inception.

“Texas is uniquely positioned to deploy CCUS at scale, with world-class geology, a skilled workforce, and strong infrastructure. We applaud the EPA for granting Texas the authority to permit wells for CCUS, which we believe will result in safe and efficient permitting while advancing technologies that strengthen Texas’ leadership in the global energy market,” said Jane Stricker, Executive Director of HETI and Senior Vice President, Energy Transition at the Greater Houston Partnership.

What is Primacy, and Why is it Important?

Primacy grants permitting authority for Class VI wells for CCS to the Texas Railroad Commission instead of the EPA. Texas is required to follow the same strict standards the EPA uses. The EPA has reviewed Texas’ application and determined it meets those requirements.

Research suggests that Texas has strong geological formations for CO2 storage, a world-class, highly skilled workforce, and robust infrastructure primed for the deployment of CCS. However, federal permitting delays are stalling billions of dollars of private sector investment. There are currently 257 applications under review, nearly one-quarter of which are located in Texas, with some applications surpassing the EPA’s target review period of 24 months. This creates uncertainty for developers and investors and keeps thousands of potential jobs out of reach. By transferring permitting to the state, Texas will apply local resources to issue Class VI permits across the states in a timely manner.

Texas joins North Dakota, Wyoming, Louisiana, West Virginia and Arizona with the authority for regulating Class VI wells.

Is CCS safe?

A 2025 study by Texas A&M University reviewed operational history and academic literature on CCS in the United States. The study analyzed common concerns related to CCS efficacy and safety and found that CCS reduces pollutants including carbon dioxide, particulate matter, sulfur oxides and nitrogen oxides. The research found that the risks of CCS present a low probability of impacting human life and can be effectively managed through existing state and federal regulations and technical monitoring and safety protocols.

What’s Next?

The final rule granting Texas’ primacy will become effective 30 days after publication in the Federal Register. Once in effect, the Texas Railroad Commission will be responsible for permitting wells for carbon capture, use and storage and enforcing their safe operation.

Houston energy expert: How the U.S. can turn carbon into growth

For the past 40 years, climate policy has often felt like two steps forward, one step back. Regulations shift with politics, incentives get diluted, and long-term aspirations like net-zero by 2050 seem increasingly out of reach. Yet greenhouse gases continue to rise, and the challenges they pose are not going away.

This matters because the costs are real. Extreme weather is already straining U.S. power grids, damaging homes, and disrupting supply chains. Communities are spending more on recovery while businesses face rising risks to operations and assets. So, how can the U.S. prepare and respond?

The Baker Institute Center for Energy Studies (CES) points to two complementary strategies. First, invest in large-scale public adaptation to protect communities and infrastructure. Second, reframe carbon as a resource, not just a waste stream to be reduced.

Why Focusing on Emissions Alone Falls Short

Peter Hartley argues that decades of global efforts to curb emissions have done little to slow the rise of CO₂. International cooperation is difficult, the costs are felt immediately, and the technologies needed are often expensive. Emissions reduction has been the central policy tool for decades, and it has been neither sufficient nor effective.

One practical response is adaptation, which means preparing for climate impacts we can’t avoid. Some of these measures are private, taken by households or businesses to reduce their own risks, such as farmers shifting crop types, property owners installing fire-resistant materials, or families improving insulation. Others are public goods that require policy action. These include building stronger levees and flood defenses, reinforcing power grids, upgrading water systems, revising building codes, and planning for wildfire risks. Such efforts protect people today while reducing long-term costs, and they work regardless of the source of extreme weather. Adaptation also does not depend on global consensus; each country, state, or city can act in its own interest. Many of these measures even deliver benefits beyond weather resilience, such as stronger infrastructure and improved security against broader threats.

McKinsey research reinforces this logic. Without a rapid scale-up of climate adaptation, the U.S. will face serious socioeconomic risks. These include damage to infrastructure and property from storms, floods, and heat waves, as well as greater stress on vulnerable populations and disrupted supply chains.

Making Carbon Work for Us

While adaptation addresses immediate risks, Ken Medlock points to a longer-term opportunity: turning carbon into value.

Carbon can serve as a building block for advanced materials in construction, transportation, power transmission, and agriculture. Biochar to improve soils, carbon composites for stronger and lighter products, and next-generation fuels are all examples. As Ken points out, carbon-to-value strategies can extend into construction and infrastructure. Beyond creating new markets, carbon conversion could deliver lighter and more resilient materials, helping the U.S. build infrastructure that is stronger, longer-lasting, and better able to withstand climate stress.

A carbon-to-value economy can help the U.S. strengthen its manufacturing base and position itself as a global supplier of advanced materials.

These solutions are not yet economic at scale, but smart policies can change that. Expanding the 45Q tax credit to cover carbon use in materials, funding research at DOE labs and universities, and supporting early markets would help create the conditions for growth.

Conclusion

Instead of choosing between “doing nothing” and “net zero at any cost,” we need a third approach that invests in both climate resilience and carbon conversion.

Public adaptation strengthens and improves the infrastructure we rely on every day, including levees, power grids, water systems, and building standards that protect communities from climate shocks. Carbon-to-value strategies can complement these efforts by creating lighter, more resilient carbon-based infrastructure.

CES suggests this combination is a pragmatic way forward. As Peter emphasizes, adaptation works because it is in each nation’s self-interest. And as Ken reminds us, “The U.S. has a comparative advantage in carbon. Leveraging it to its fullest extent puts the U.S. in a position of strength now and well into the future.”

The University of Houston's Energy Transition Institute has launched a new Energy in Action Seminar Series that will feature talks focused on the intersection of the energy industry and digitization trends, such as AI.

The first event in the series took place earlier this month, featuring Raiford Smith, global market lead for power & energy for Google Cloud, who presented "AI, Energy, and Data Centers." The talk discussed the benefits of widespread AI adoption for growth in traditional and low-carbon energy resources.
