Daikin to run massive Houston-area campus on solar power through new Engie partnership

Japan-based HVAC manufacturer Daikin has struck a five-year deal with Houston-based Engie North America to fully power its Texas facilities with renewable energy.

The deal includes Daikin Texas Technology Park (DTTP), home to the company’s North American headquarters and its largest factory (and one of the largest factories in the world). The more than $500 million, 4.2 million-square-foot campus sits on nearly 500 acres in Waller.

The technology park, which held its grand opening in 2017, combines manufacturing, engineering, logistics, marketing, and sales operations for Amana, Daikin and Goodman HVAC products. Earlier this year, Daikin installed a solar array at DTTP to power its central chiller plant.

Under the new agreement, Daikin will pay Engie North America for clean electricity from the 260-megawatt Impact Solar Farm, located northeast of Dallas-Fort Worth in Lamar County. Engie North America is a subsidiary of French utility company Engie.

The $250 million solar farm, which London-based Lightsource BP started operating in 2021, produces about 450,000 megawatt-hours of solar power each year. Lightsource, which has an office in Austin, develops, finances and operates utility-scale renewable energy projects. Lightsource BP is a subsidiary of energy giant BP, whose North American headquarters is in Houston.

“This initiative represents a major step forward in aligning our operations with Daikin’s long-term sustainability goals,” Mike Knights, senior vice president of procurement at Daikin, said in a release.

Daikin aims to make its DTTP a net-zero factory by 2030.

Global organization unveils new location in Houston suburb to drive energy transition innovation and beyond

Leading innovation platform Plug and Play announced the opening of its new flagship Houston-area location in Sugar Land, which is its fourth location in Texas.

Plug and Play has accelerated over 2,700 startups globally last year with corporate partners that include Dell Technologies, Daikin, Microsoft, LG Chem, Shell, and Mercedes. The company’s portfolio includes PayPal, Dropbox, LendingClub, and Course Hero, with 8 percent of the portfolio valued at over $100 million.

The deal, which facilitated by the Sugar Land Office of Economic Development and Tourism, will bring a new office for the organization to Sugar Land Town Square with leasing and hiring between December and January.

The focus will be on “smart cities,” which include energy, health, transportation, and mobility sectors. The official launch is slated for the first quarter of 2025, and will feature 15 startups announced on Selection Day.

"By expanding to Sugar Land, we’re creating a space where startups can access resources, build partnerships, and scale rapidly,” VP Growth Strategy at Plug and Play Sherif Saadawi says in a news release. “This location will help fuel Texas' innovation ecosystem, providing entrepreneurs with the tools and networks they need to drive real-world impact and contribute to the state’s technological and economic growth."

Plug and Play plans to hire four full-time equivalent employees and accelerate two startup batches per year. One Sugar Land City representative will serve as a board member.

“We are excited to welcome Plug and Play to Sugar Land,” Mayor of Sugar Land Joe Zimmerma adds. “This investment will help us connect with corporate contacts and experts in startups and businesses that would take us many years to reach on our own. It allows us to create a presence, attract investments and jobs to the city, and hopefully become a base of operations for some of these high-growth companies.”

The organization originally entered the Houston market in 2019 and now has locations in Bryan/College Station, Frisco, and Cedar Park in Texas.

Japanese company collaborates with city of Houston on energy efficiency partnership

A Japanese air conditioner manufacturer has teamed up with the city of Houston on an energy efficiency initiative.

Daikin Comfort Technologies, which has its 4.2 million-square-foot Daikin Texas Technology Park in Waller, Texas, has partnered with the city of Houston to provide advanced air conditioning and heating solutions to help homeowners with energy efficiency and general comfort.

The company will install up to 30 horizontal discharge inverter FIT heat pump units over the next three years. The units will be provided to low-to-moderate-income households, which will include seniors over the age of 62, and homes renovated through the Housing and Community Development Department’s Home Repair Program. The new units will offer internet connectivity for remote monitoring and control. The installations align with Houston's Home Repair Program reconstruction plans.

“We are proud to partner with the City of Houston to launch this program that can directly advance their vision for decarbonization and increasing grid resiliency through higher efficiency,” CEO Satoru Akama says in a news release. “Through this program, Homeowners will have a premium system that will not only provide comfort but save on their monthly bills and do so in a way that lowers site emissions of CO2 compared to traditional, non-inverter systems. At Daikin, we are focused on changing the culture of air conditioning in North America and are looking forward to having a direct impact in our hometown.”

The initiative coincides with the company’s 100th year anniversary and National Air Condition Appreciation Days, which was coined by Mayor John Whitmire on August 13. Air Conditioning Appreciation Days ran from July 3 until August 15.

“The city thanks Daikin for this collaboration. Houstonians, especially seniors, (that) must have the resources to stay comfortable during extreme temperatures,” Whitmire adds. “This partnership reflects our dedication to caring for the well-being of our community.”

Awareness is part of the appreciation days, as Daikin recommends homeowners and facilities to clean filters, schedule maintenance checkups and look at ways to lower energy use.

“Through these new energy-efficient solutions, Daikin is helping the city promote a more sustainable environment for our community, and we are thankful for their example of how public-private partnerships can make a positive difference in society,” Houston Council Member Sallie Alcorn says in a news release.

Houston energy expert: How the U.S. can turn carbon into growth

For the past 40 years, climate policy has often felt like two steps forward, one step back. Regulations shift with politics, incentives get diluted, and long-term aspirations like net-zero by 2050 seem increasingly out of reach. Yet greenhouse gases continue to rise, and the challenges they pose are not going away.

This matters because the costs are real. Extreme weather is already straining U.S. power grids, damaging homes, and disrupting supply chains. Communities are spending more on recovery while businesses face rising risks to operations and assets. So, how can the U.S. prepare and respond?

The Baker Institute Center for Energy Studies (CES) points to two complementary strategies. First, invest in large-scale public adaptation to protect communities and infrastructure. Second, reframe carbon as a resource, not just a waste stream to be reduced.

Why Focusing on Emissions Alone Falls Short

Peter Hartley argues that decades of global efforts to curb emissions have done little to slow the rise of CO₂. International cooperation is difficult, the costs are felt immediately, and the technologies needed are often expensive. Emissions reduction has been the central policy tool for decades, and it has been neither sufficient nor effective.

One practical response is adaptation, which means preparing for climate impacts we can’t avoid. Some of these measures are private, taken by households or businesses to reduce their own risks, such as farmers shifting crop types, property owners installing fire-resistant materials, or families improving insulation. Others are public goods that require policy action. These include building stronger levees and flood defenses, reinforcing power grids, upgrading water systems, revising building codes, and planning for wildfire risks. Such efforts protect people today while reducing long-term costs, and they work regardless of the source of extreme weather. Adaptation also does not depend on global consensus; each country, state, or city can act in its own interest. Many of these measures even deliver benefits beyond weather resilience, such as stronger infrastructure and improved security against broader threats.

McKinsey research reinforces this logic. Without a rapid scale-up of climate adaptation, the U.S. will face serious socioeconomic risks. These include damage to infrastructure and property from storms, floods, and heat waves, as well as greater stress on vulnerable populations and disrupted supply chains.

Making Carbon Work for Us

While adaptation addresses immediate risks, Ken Medlock points to a longer-term opportunity: turning carbon into value.

Carbon can serve as a building block for advanced materials in construction, transportation, power transmission, and agriculture. Biochar to improve soils, carbon composites for stronger and lighter products, and next-generation fuels are all examples. As Ken points out, carbon-to-value strategies can extend into construction and infrastructure. Beyond creating new markets, carbon conversion could deliver lighter and more resilient materials, helping the U.S. build infrastructure that is stronger, longer-lasting, and better able to withstand climate stress.

A carbon-to-value economy can help the U.S. strengthen its manufacturing base and position itself as a global supplier of advanced materials.

These solutions are not yet economic at scale, but smart policies can change that. Expanding the 45Q tax credit to cover carbon use in materials, funding research at DOE labs and universities, and supporting early markets would help create the conditions for growth.

Conclusion

Instead of choosing between “doing nothing” and “net zero at any cost,” we need a third approach that invests in both climate resilience and carbon conversion.

Public adaptation strengthens and improves the infrastructure we rely on every day, including levees, power grids, water systems, and building standards that protect communities from climate shocks. Carbon-to-value strategies can complement these efforts by creating lighter, more resilient carbon-based infrastructure.

CES suggests this combination is a pragmatic way forward. As Peter emphasizes, adaptation works because it is in each nation’s self-interest. And as Ken reminds us, “The U.S. has a comparative advantage in carbon. Leveraging it to its fullest extent puts the U.S. in a position of strength now and well into the future.”

ExxonMobil pauses plans for $7B hydrogen plant in Baytown

As anticipated, Spring-based oil and gas giant ExxonMobil has paused plans to build a low-hydrogen plant in Baytown, Chairman and CEO Darren Woods told Reuters.

“The suspension of the project, which had already experienced delays, reflects a wider slowdown in efforts by traditional oil and gas firms to transition to cleaner energy sources as many of the initiatives struggle to turn a profit,” Reuters reported.

Woods signaled during ExxonMobil’s second-quarter earnings call that the company was weighing whether it would move forward with the proposed $7 billion plant.

The Biden-era Inflation Reduction Act established a 10-year incentive, the 45V tax credit, for production of clean hydrogen. But under President Trump’s One Big Beautiful Bill Act, the period for beginning construction of low-carbon hydrogen projects that qualify for the tax credit has been compressed. The Inflation Reduction Act called for construction to begin by 2033. The Big Beautiful Bill changed the construction start time to early 2028.

“While our project can meet this timeline, we’re concerned about the development of a broader market, which is critical to transition from government incentives,” Woods said during the earnings call.

Woods had said ExxonMobil was figuring out whether a combination of the 45Q tax credit for carbon capture projects and the revised 45V tax credit would enable a broader market for low-carbon hydrogen.

“If we can’t see an eventual path to a market-driven business, we won’t move forward with the [Baytown] project,” Woods told Wall Street analysts.

“We knew that helping to establish a brand-new product and a brand-new market initially driven by government policy would not be easy or advance in a straight line,” he added.

ExxonMobil announced in 2022 that it would build the low-carbon hydrogen plant at its refining and petrochemical complex in Baytown. The company had indicated the plant would start initial production in 2027.

ExxonMobil had said the Baytown plant would produce up to 1 billion cubic feet of hydrogen per day made from natural gas, and capture and store more than 98 percent of the associated carbon dioxide. The plant would have been capable of storing as much as 10 million metric tons of CO2 per year.
