Preparing for a potential economic downturn can be unsettling for employers and employees. As payroll is typically one of the largest expenditures for a business, no matter its size, layoffs seem like the quickest fix. While this may offer short-term relief, they can severely impact operations and workplace culture.

When staff is reduced, culture can suffer. Employee morale can decrease and distrust may build, especially if layoffs are not communicated properly. This can lead to the remaining employees feeling anxious about their own future with the organization and spur them to look for employment elsewhere, which can affect an organization’s overall productivity and day-to-day operations.

Business owners should get creative and consider the impact and the many alternatives before resorting to workforce reductions.

Analyze salaries

If the organization’s downturn is short-term, senior leadership and upper management could accept temporary salary reductions until business improves. However, if the situation is more dire, leaders might consider an option such as cutting overhead with job sharing. Employee numbers then remain the same, but two positions become one and it is filled by two part-time employees to support a function or role. Furloughs for non-essential employees give employers time to consider if permanent layoffs are necessary. Of course, this requires an understanding of each performers contribution within the organization to determine overall impact and level of “necessity.”

Look at schedules

Permanent remote work could save on operating costs, such as leases and travel expenses, which gives more budgetary leeway to avoid layoffs. Another approach is implementing a four-day workweek to reduce hours and salaries by 20 percent. The added benefit to a shortened workweek is better employee work-life balance.

Scale Back Benefits

When finances are in a critical state, and leadership is looking to avoid layoffs, employers can scale benefits and perks for all employees. Temporarily pausing the 401(k) match, relying more on virtual business meetings instead of incurring travel expenses, and cutting employee bonuses can help ease the economic burden without letting people go. As with salary reductions, scaling back on benefits should begin with leadership before expanding to others.

Streamline Systems

When auditing the company, employers should also evaluate company processes and workflows for efficiency. It’s possible an employee could be more productive in a different role or a process may be found to be more laborious than necessary. Digital software is another alternative to help streamline systems. Employee feedback is another great resource to help identify gaps and streamline processes. A good practice is to have performers look for ways to make tasks within their role more efficient and productive.

Every decision has its costs. The most important thing employers can do is to be open and honest with employees, including transparency about the state of business. This communication style can increase employee buy-in during economic uncertainty and encourage employees to rally and be part of the resiliency of the organization.

What to know about the new emission inspection to register your car in Texas

Beginning January 1, 2025, Texas vehicle owners will no longer need to obtain a safety inspection prior to vehicle registration. House Bill 3297, passed during the 88th Legislature in 2023, eliminates the safety inspection program for non-commercial vehicles.

Under the new law, the $7.50 fee that drivers had to pay as a safety inspection fee has not gone away. It now appears on your registration notice under a new name: "Inspection Program Replacement Fee."

This name change comes courtesy of the legislature, who want to keep collecting this fee because the funds go to state programs such as construction and expansion of state highways — funds they previously collected from the Safety Inspection Fee.

And while the safety inspection is gone, state law will still require that drivers in 17 counties must pass an "emission inspection" on vehicles that are 2 to 24 years old, in order to get your vehicle registered.

But what does an "emissions inspection" mean?

The Texas Department of Public Safety (DPS) details the following changes:

Until December 31, 2024, safety inspections are required for vehicle registration in all 254 counties. Beginning January 1, 2025, noncommercial vehicles in Texas will no longer be required to have an annual safety inspection. Instead, vehicles will have to get an emissions inspection on gasoline-powered vehicles that are 2 to 24 years old.

What is no longer going to be "inspected"?
Texas Transportation Code §548.051 specifies the list of old-school inspection items which will no longer be checked. Moving forward, they will no longer be checking: tires, wheel assembly, safety guards, safety flaps, brakes, steering, lighting, horns, mirrors, windshield wipers, sunscreening devices, and front seat belts in vehicles on which seat belt anchorages were part of the manufacturer's original equipment.

What will still be inspected are listed as "Items 12–15": exhaust system, exhaust emissions system, fuel tank cap, and emissions control equipment. These will be part of the emissions inspection process in 17 counties.

Those 17 counties where this is relevant include:

  • DFW: Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, and Tarrant
  • Houston: Brazoria, Fort Bend, Galveston, Harris, and Montgomery
  • Austin: Travis and Williamson
  • El Paso County

Beginning on November 1, 2026, emissions inspections will be required for vehicles registered in Bexar County.

Where will emissions inspections be obtained?
Emissions inspections can be obtained at DPS-certified vehicle inspection stations in the 17 emissions counties. These will be the exact same inspection locations we've been going to all along, when it was called a safety inspection. Emissions inspections are not available in the other 237 Texas counties.

What is the estimated cost of an emissions inspection?
Vehicle owners will pay an emissions inspection fee of $2.50 annually to the Texas Department of Motor Vehicles (TxDMV) at the time of registration. The actual fee you'll pay at the inspection station (as listed on TCEQ’s website) will be $25.50. Just like the former "safety inspection" fee.

In short: There is little that's changing about the entire inspection process, except they won't bother making you honk your horn.

City of Houston provides recycle stations for Christmas tree drop off

As the holiday season comes to a close, you might be wondering what's the most sustainable way to say goodbye to your beloved Christmas tree. A city program has your solution.

The city of Houston's Solid Waste Management Department has opened 22 residential tree drop-off recycling locations throughout the area. Locals can take their live trees to one of these centers across the city, where they will be repurposed for mulch or other landscape materials.

This tree recycling program, which runs Thursday, December 26, 2024, through Friday, January 24, 2025, is part of the city of Houston for the 34rd annual tree mulching event.

Before depositing the tree or trees, be sure to remove all lights, wire, tinsel, ornaments, nails, stands, and other non-organic decorative materials. Importantly, artificial, flocked, or painted trees will not be accepted.

Below is a list of Christmas tree recycling locations, according to the city:

Open Tuesday to Sunday, 9 am to 6 pm (closed on Wednesday, January 1)

Open daily, 9 am to 6 pm

Open Monday to Saturday, 8 am to 5 pm (closed Wednesday, January 1)

Open Monday to Friday, 7 am to 5 pm, and Saturday 7 am to noon (closed Wednesday, January 1, and Monday, January 20)

ExxonMobil invests $17M with nonprofit to fund more STEM instruction, resources

The ExxonMobil Foundation announced they are collaborating with the Khan Academy on the Open Doors Project, which aims to bring free math and science courses and teacher guides to Texas in a larger goal to inspire new STEM leaders.

The Open Doors Project will be the largest single curriculum project for Khan Academy, and will reach schools in Houston.

“Our main goal with this program is to meet the needs of Texas teachers and students,” Sal Khan, founder and CEO of Khan Academy, says in a news release. “We’re grateful for the ExxonMobil Foundation’s vision and support for developing courses and teacher guides that will deliver world-class math and science resources to students and teachers when and where they need it.” Continue reading.

Houston launches Google-backed tool to address urban tree cover disparities

The oldest national nonprofit conservation organization in the U.S American Forests has launched the Houston Tree Equity Score Analyzer, which was developed through local nonprofit Trees For Houston and local stakeholders from local government, environmental groups and the public health sector, and supported by Google’s philanthropic arm Google.org with a $450,000 grant.

To mark the launch, Trees For Houston and American Forest celebrated the partnership and worked to plant 50 trees at Shadydale Elementary in Northeast Houston on December 6.

“This marks a significant milestone for Houston's urban forestry efforts,” says Texas State Representative Senfronia Thompson at the December 6 event. “This effort goes beyond simply planting trees—it’s about creating the foundation for a greener, more inclusive future for our community. By uniting diverse resources and partners, including American Forests, Google.org and Trees For Houston, we’re showcasing a powerful dedication to enhancing the environmental well-being and quality of life in our urban areas.” Continue reading.

Accenture, Goodwill-backed cleantech job accelerator celebrates Houston launch

A major nonprofit and a worldwide corporate leader have teamed up to advance cleantech jobs — and the program has officially celebrated its launch in Houston.

Goodwill Houston, in collaboration with Accenture, BlocPower, and Goodwill Industries International hosted a celebration for the Clean Tech Accelerator, an industry-focused full-time free jobs training program that was originally announced last year. The first cohort graduated earlier this year, and the second is ongoing.

"Through the CTA, we want to shape the future of sustainable energy in Houston by recruiting underrepresented jobseekers and equipping them with technical proficiency, safety and clean tech certifications, and facilitating placement with local employers," a representative from Accenture states in an email. "Following a quiet initial launch, this event was the official kickoff." Continue reading.

METRO rolls out electric shuttles for downtown Houston commuters

The innovative METRO microtransit program will be expanding to the downtown area, the Metropolitan Transit Authority of Harris County announced on Monday.

“Microtransit is a proven solution to get more people where they need to go safely and efficiently,” Houston Mayor John Whitmire said in a statement. “Connected communities are safer communities, and bringing microtransit to Houston builds on my promise for smart, fiscally-sound infrastructure growth.”

The program started in June 2023 when the city’s nonprofit Evolve Houston partnered with the for-profit Ryde company to offer free shuttle service to residents of Second and Third Ward. The shuttles are all-electric and take riders to bus stops, medical buildings, and grocery stores. Continue reading.
