U.S. highway safety regulators have closed an investigation into complaints that suspension parts can fail on nearly 75,000 Tesla vehicles, and they won't seek a recall.

The National Highway Traffic Safety Administration said in documents released Wednesday that it found 426 reports of failures on the Model S from 2015 through 2017 and the Model X from 2016 and 2017. One crash was reported with no injuries.

But the agency found in testing and in checking complaints that the Teslas could still be controlled by drivers if the front fore links failed. So it decided to close the probe that was opened in November of 2020.

Texas-based Tesla did a customer satisfaction campaign in 2017 to replace fore links on some of the vehicles. But NHTSA said that didn't cover 75% of the failures identified in its investigation. The agency recommended that Tesla expand the replacement program.

A message was left Wednesday seeking comment from Tesla.

Powered by Cordant, the Houston-based Baker Hughes boasts CarbonEdge is “the first end-to-end, risk-based digital platform for CCUS operations that provides comprehensive support, regulatory reporting, and operational risk management,” according to the company.

The connectivity across the entire CCUS project lifecycle will assist customers to better improve decision-making, enhance operational efficiency, identify and manage risk, and simplify regulatory reporting. Applicable to any CCUS infrastructure applied across multiple industries, CarbonEdge joins other Baker Hughes’ digital solutions in JewelSuite, Leucipa, and Cordant, which all span the energy and industrial value chains to help ensure lower emissions.

The launch customer will be Wabash Valley Resources (WVR), which is a low-carbon ammonia fertilizer pioneer in Indiana.WVR will deploy Baker Hughes’ CarbonEdge platform to monitor, measure, and verify volumes of CO2 transported, collected, and sequestered underground.

Expert: Demystifying SBIR grants for Houston energy transition startups

Grants are everywhere, all the time, but often seem unobtainable for startups. Most companies tell me about their competitors winning grants but don’t know how to secure non-dilutive funding for themselves. It’s true that the SBIR program is competitive — with only 10 to 15 percent of applicants receiving awards — but with a little guidance and perseverance, they are most definitely obtainable.

An SBIR overview

The Small Business Innovation Research program was introduced on the federal level in 1982 with the purpose of de-risking early technologies. While most investors are hesitant to invest in a company that’s still in ideation, the SBIR program would provide an initial level of feasibility funding to develop a prototype. The program issues funds to companies without taking any equity, IP, or asking for the money back.

Since its inception, the SBIR program has funded over 200,000 projects through 11 different federal agencies, including, but not limited to, the Department of Defense, the National Institute of Health, and the National Science Foundation. Federal agencies with R&D budgets over $100 million dedicate at least 3.2 percent of their budget to the SBIR program to fund research initiated by small businesses.

Eligibility and application process

It is no surprise that only small businesses can apply for this non-dilutive funding. For SBIR purposes, a small business is defined as being a for-profit entity, smaller than 500 employees, 51 percent owned by US citizens or permanent residents, and not primarily owned by venture capital groups. This small business must also have the rights to the IP that needs de-risking.

To apply, the small business must have a specific project that needs funding. Normally, this project will have three specific aims that detail the action items that will be attempted during the funded period. Some agencies require a pre-application, like a letter of intent (DOE) or a project pitch (NSF). Others don’t have a screening process and you can simply submit a full application at the deadline. Most agencies published examples of funded or denied applications for you to review.

SBIR phases

Phase I of the SBIR program is the normal entry point for every agency. It takes your product from ideation, through a feasibility study, to having a prototype. While agencies provide various funding amounts, the range is between $75,000 to $300,000 for 3 to 12 months of R&D activities. Applications contain a feasibility research plan (around six pages), an abstract, specific aims, supporting documents, and a budget.

While some programs allow for Direct to Phase II (D2P2) applications, most don’t apply for Phase II until they have secured Phase I funding. This second phase allows companies with completed feasibility studies to test their new prototype at a larger scale. The budgets for this phase range from $600,000 to $3 million and span an average of two years. The research plan is twice as robust and a commercialization plan is also needed.

Tips for success

If you’re wondering if your technology would be a good fit for a certain program, you can start by looking at the SBIR website to see the previously funded projects. The more recent projects will give you an idea of the funding priorities for each agency. Most abstracts will allude to the specific aims, meaning you can get a sense of the research projects that were approved. If you regularly see an agency funding projects similar to yours, you can search sbir.gov/topics for that agency’s research topics and upcoming deadlines.

Your team is one of the most important aspects of the application. Since you will be reviewed by academic experts, it’s helpful to have a principal investigator on your project that has a history of experience or publications with similar technology. Keep in mind that this principal investigator must be primarily employed by your company at the time of the grant. If this individual is employed by a university or nonprofit research organization, consider taking the STTR route so you can utilize their expertise.

Preparing Phase I applications should take no less than eight weeks, and Phase II should take at least ten. Your first step should be read the entire solicitation and create action items. The early action items should be

  1. Completing government registrations, like SAM.gov
  2. Writing your abstract and specific aims
  3. Contacting the program manager or director for early feedback

Any bids, estimates, or letters of support may also take time to receive, so don’t delay pursuing these items.

Don’t stop trying

If you speak to any program officer, they will encourage you to keep applying. For resubmissions, you will have a chance to explain why your previous application was denied and what you’ve done to improve. Most companies receive funding on the resubmission. If you get the feeling that a specific agency isn’t the right fit, reach out to other agencies that may be interested in the technology. You may realize that a small pivot may open up better opportunities.

There are frequently published webinars from different agencies that will give overviews of the specific solicitations and allow for Q&A. If you feel stuck or are still concerned about getting started, reach out to an individual or group that can provide guidance. There are plenty of grant writers, some of which have reviewed for the SBIR program for different agencies, who can provide strategy, guidance, reviews, and writing services to provide different levels of help.

Securing SBIR funding can be a game-changer for startups. While the process may seem daunting at first, with the right approach and persistence, it’s very obtainable. Remember, each application is a learning experience, and every iteration brings you closer to success. Whether you seek support from webinars, program officers, or professional grant writers, the key is to keep pushing forward. The potential rewards far outweigh the challenges, and with determination, your startup could be the next SBIR success story.

Large pipeline explodes in Houston after a vehicle struck a valve, officials say

A massive pipeline explosion that sent a towering flame over neighborhoods near Houston for hours on Monday began after a vehicle drove through a fence and struck an above-ground valve, officials said.

Deer Park officials said police and local FBI agents found no evidence of “terroristic activity" and said it appears to be an isolated incident. The ongoing investigation includes an effort to identify the driver. The blaze forced evacuations and shelter orders in the area, including at schools.

Operators shut off the flow of natural gas liquids in the pipeline, but so much remained in the miles of pipe that firefighters could do nothing but watch and hose down adjacent homes until it burned itself out. That could take hours, perhaps into Tuesday, Deer Park Mayor Jerry Mouton Jr. said.

“The fire, it’s very hot, so a lot of the house structures that are adjacent to that are still catching on fire even though we’re putting a lot of water on them,” Mouton said at an afternoon news conference.

Firefighters were dispatched at 9:55 a.m., after an explosion at a valve station in Deer Park and right next to La Porte rattled adjacent homes and businesses, including a Walmart. Deer Park officials said an SUV drove into the valve after going through a fence on the side of the Walmart parking lot.

Nearly 1,000 homes were in the evacuation area, said Lee Woodward, a spokesperson for La Porte.

At the news conference, officials said only one person, a firefighter, sustained a minor injury. Later, Deer Park spokesperson Kaitlyn Bluejacket said four people were injured. She didn’t provide details about the severity of the injuries.

Harris County Judge Lina Hidalgo said in a statement that 20 miles (32 kilometers) of pipeline between the two closed vales must burn off before the fire stops.

Anna Lewis, who was walking into the nearby Walmart when the explosion happened, said it sounded “like a bomb went off.” She said everyone inside was rushed to the back of the store and then taken across the street to a grocery store before being bussed to a community center.

“It scared me,” she said. “You really don’t know what to do when it’s happening.”

Geselle Melina Guerra said she and her boyfriend heard the explosion as they were having breakfast in their mobile home.

“All of a sudden we hear this loud bang and then I see something bright, like orange, coming from our back door that’s outside,” said Guerra, who lives within the evacuation area.

Guerra’s boyfriend, Jairo Sanchez, said they’re used to evacuations because they live close to other plants near the highway, but he hadn’t seen an explosion before in his 10 years living there.

“We just drove as far as we could because we didn’t know what was happening,” Sanchez said.

Houston, Texas’ largest city, is the nation’s petrochemical heartland and is home to a cluster of refineries and plants and thousands of miles of pipelines. Explosions and fires are a familiar sight in the area, including some that have been deadly, raising recurring questions about the adequacy of industry efforts to protect the public and the environment.

Letting the fire burn out is better, from an environmental perspective, than trying to attack the flames with some kind of suppressing foam or liquid, said Ramanan Krishnamoorti, a petroleum engineering professor at the University of Houston.

“Otherwise it’s going to release a lot of volatile organics into the environment,” he said.

Still, there will undoubtedly be negative environmental consequences, including a release of soot, carbons and organic material, he said.

The pipeline’s owner, Dallas-based Energy Transfer, said air monitoring equipment was being set up near the plume of fire and smoke, which could be seen from at least 10 miles (16 kilometers) away at one point.

A statement from Harris County Pollution Control on Monday afternoon said no volatile organic compounds had been detected. The statement said particulate matter from the smoke was moderate and not an immediate risk to healthy people, although “sensitive populations may want to take precautions.” The Texas Commission on Environmental Quality said it was also monitoring the air.

Natural gas liquids are used primarily in the manufacturing of plastics and basic and intermediate chemicals, Krishnamoorti said.

The fire burned through nearby power lines, and the website PowerOutage.us said several thousand customers were without power at one point in Harris County.

In addition to damage closest to the flame, the area’s extensive pipeline infrastructure will also have to be closely inspected and monitored for damage, Krishnamoorti said.

He said that “in the grand scheme of things,” the fire “won’t be a major disrupter of supply chains.”

The Railroad Commission of Texas, which regulates oil and gas in the state, said its safety inspectors were investigating. The agency said they were receiving information from other pipeline operators about what they were doing to ensure the safety of their systems.

Margaret Newman, who lives on the edge of the evacuation zone, said that when she heard the explosion she went out into her yard and could see the flame shooting above the trees. She lost electricity but has a generator that will keep one of the rooms in her home cool, so she planned to stay.

Newman said that in general, she’s not bothered by living so close to such industry. She said she thought the flame was getting smaller by Monday afternoon.

“I keep waiting for it to go out, poof!” she said. “I’m tired of this.”
