Harris County commissioners approved a five-point Climate Justice Plan last month with a 3-1 vote by Harris County commissioners. The plan was created by the Office of County Administration’s Office of Sustainability and the nonprofit Coalition for Environment, Equity and Resilience.

“Climate action planning that centers on justice has the potential to spark innovative thinking and transformative actions that will lead to meaningful and just transitions in communities, policies, funding mechanisms, and implementation strategies,” the 59-page report reads.

The plan seeks to address issues relating to ecology, infrastructure, economy, community and culture. Here’s a breakdown:

Ecology

The plan will work towards clean air, water, and soil efforts that support the health of the environment, renewable energy that reduces greenhouse gases and pollution, and conservation and protection of our natural resources. Some action items include:

  • Increasing resources for local government agencies
  • Developing a free native seed bank at all libraries
  • Identifying partners and funding streams to reduce the costs of solar power for area households
  • Producing renewable energy on large tracts of land
  • Expanding tree planting by 20 percent
  • Providing tree maintenance and restoration efforts
  • Incentivizing gray water systems and filtration to conserve fresh water

Economy

In terms of the economy, the Climate Justice Plan wants the basic needs of the community met and wants to also incentivize resilience, sustainability, and climate solutions, and recycling and reuse methods. Specific actions include:

  • Quantifying the rising costs associated with climate change
  • Expanding resources and partnering with organizations to support programs that provide food, utility, housing, and direct cash assistance
  • Supporting a coalition of area non-profit organizations and county offices to strengthen social service support infrastructure
  • Supporting home repair, solar installation, and weatherization programs
  • Identify methods to expand free and efficient recycling and composting services
  • Creating a climate tax levied on greenhouse gas emissions to develop a climate fund to offset the impacts of pollution

Infrastructure

As Houston has been prone to hurricanes and flooding damage, the infrastructure portion of the plan aims to protect the region from risks through preventative floodplain and watershed management. Highlights include:

  • Investing in generators and solar power, plus battery backup and bidirectional EV charging for all county libraries
  • Providing more heating and cooling centers with charging stations
  • Coordinating and deploying community microgrids, especially in neighborhoods prone to losing power
  • Seeking partnerships and funding for low- or no-cost water purifiers for areas with the highest needs
  • Protecting the electric grid through regular maintenance and upgrading, and advocating for greater accountability and responsiveness among appointed officials
  • Developing regulations to require resilient power line infrastructure to prevent outages and failures in new developments

Community and Culture

Housing, a strong economy and access to affordable and healthy food will be achieved under the community aspect of the plan. Under culture, the plan seeks to share knowledge and build trust. Key goals include:

  • Developing a campaign to promote the use of the Harris County 311 system to identify critical community concerns
  • Supporting the development of a Community Housing Plan that ensures stable and safe housing
  • Advocating for revisions to Federal Emergency Management Agency (FEMA) disaster funding to account for renters’ losses and unmet housing needs
  • Developing and funding a whole-home program for repairs, weatherization, and solar energy
  • Developing culturally relevant public relations campaigns to increase knowledge of health, environment and biodiversity across generations

CenterPoint’s Greater Houston Resiliency Initiative makes advancements on progress

CenterPoint Energy has released the first of its public progress updates on the actions being taken throughout the Greater Houston 12-county area, which is part of Phase Two of its Greater Houston Resiliency Initiative.

The GHRI Phase Two will lead to more than 125 million fewer outage minutes annually, according to CenterPoint.

According to CenterPoint, they have installed around 4,600 storm-resilient poles, installed more than 100 miles of power lines underground, cleared more than 800 miles of hazardous vegetation to improve reliability, and installed more self-healing automation all during the first two months of the program in preparation for the 2025 hurricane season.

"This summer, we accomplished a significant level of increased system hardening in the first phase of the Greater Houston Resilience Initiative,” Darin Carroll, senior vice president of CenterPoint Energy's Electric Business, says in a news release.

”Since then, as we have been fully engaged in delivering the additional set of actions in our second phase of GHRI, we continue to make significant progress as we work toward our ultimate goal of becoming the most resilient coastal grid in the country,” he continues.

The GHRI is a series of actions to “ strengthen resilience, enable a self-healing grid and reduce the duration and impact of power outages” according to a news release. The following progress through early November include:

The second phase of GHRI will run through May 31, 2025. During this time, CenterPoint teams will be installing 4,500 automated reliability devices to minimize sustained interruptions during major storms, reduce restoration times, and establish a network of 100 new weather monitoring stations. CenterPoint plans to complete each of these actions before the start of the next hurricane season.

“Now, and in the months to come, we will remain laser-focused on completing these critical resiliency actions and building the more reliable and more resilient energy system our customers expect and deserve," Carroll adds.

CenterPoint also announced that it has completed all 42 of the critical actions the company committed to taking in the aftermath of Hurricane Beryl. Some of the actions were trimming or removing higher-risk vegetation from more than 2,000 power line miles, installing more than 1,100 more storm-resilient poles, installing over 300 automated devices to reduce sustained outages, launching a new, cloud-based outage tracker, improving CenterPoint's Power Alert Service, hosting listening sessions across the service area and using feedback.

In October, CenterPoint Energy announced an agreement with Artificial Intelligence-powered infrastructure modeling platform Neara for engineering-grade simulations and analytics, and to deploy Neara’s AI capabilities across CenterPoint’s Greater Houston service area.

City of Houston takes step toward resiliency with $1.7B project milestone

A new project that will increase Houston's resilience in the face of climate change-driven storms has delivered.

Houston Mayor Sylvester Turner and Houston Public Works and other water provider organizations celebrated the newly operational Northeast Water Purification Plant Expansion, which is the culmination of a $1.7 billion project.

The multi-year construction project began in 2017. The plant has the capacity to provide the city with over 400 million gallons of clean drinking water daily due to the state-of-the-art intake pump system located 900 feet from the shore of Lake Houston.

“Eight years ago, the city of Houston joined with four regional water authorities to invest over $1.7 billion to build what would become the largest public works water construction project in the nation,” Turner says in a news release. "The Northeast Water Purification Plant is an essential part of our city's infrastructure and growing resilience to the effects of climate change.”

The city of Houston partnered with the North Harris County Regional Water Authority, the West Harris County Regional Water Authority, the North Fort Bend Water Authority, the Central Harris County Regional Water Authority, the Texas Water Development Board, and many others. The Northeast Water Purification Plant is located in Humble, Texas.

Houston Public Works is responsible for, production and distribution of water, collection, and treatment of wastewater, and permitting and regulation of public and private construction, and streets and drainage.

“By increasing the City’s capacity to treat surface water and reducing dependence on groundwater, the project helps mitigate the risks associated with ground subsidence, such as increased flooding, damage to our roads, and other infrastructure issues,” Houston Public Works Director Carol Haddock says in a news release.

Chevron enters lithium market with Texas land acquisition

Chevron U.S.A., a subsidiary of Houston-based energy company Chevron, has taken its first big step toward establishing a commercial-scale lithium business.

Chevron acquired leaseholds totaling about 125,000 acres in Northeast Texas and southwest Arkansas from TerraVolta Resources and East Texas Natural Resources. The acreage contains a high amount of lithium, which Chevron plans to extract from brines produced from the subsurface.

Lithium-ion batteries are used in an array of technologies, such as smartwatches, e-bikes, pacemakers, and batteries for electric vehicles, according to Chevron. The International Energy Agency estimates lithium demand could grow more than 400 percent by 2040.

“This acquisition represents a strategic investment to support energy manufacturing and expand U.S.-based critical mineral supplies,” Jeff Gustavson, president of Chevron New Energies, said in a news release. “Establishing domestic and resilient lithium supply chains is essential not only to maintaining U.S. energy leadership but also to meeting the growing demand from customers.”

Rania Yacoub, corporate business development manager at Chevron New Energies, said that amid heightening demand, lithium is “one of the world’s most sought-after natural resources.”

“Chevron is looking to help meet that demand and drive U.S. energy competitiveness by sourcing lithium domestically,” Yacoub said.

Engie to add 'precycling' agreements for forthcoming solar projects

Houston-based Engie North America has partnered with Arizona-based Solarcycle to recycle 1 million solar panels on forthcoming projects with a goal of achieving project circularity.

The collaboration allows Engie to incorporate "precycling" provisions into power purchase agreements made on 375 megawatts worth of projects in the Midwest, which are expected to be completed in the next few years, according to a news release from Engie.

Engie will use Solarcycle's advanced tracking capabilities to ensure that every panel on the selected projects is recycled once it reaches its end of life, and that the recovered materials are returned to the supply chain.

Additionally, all construction waste and system components for the selected projects will be recycled "to the maximum degree possible," according to Engie.

“We are delighted to bring this innovative approach to life. Our collaboration with Solarcycle demonstrates the shared commitment we have to the long-term sustainability of our industry,” Caroline Mead, SVP power marketing at ENGIE North America, said in the release.

Solarcyle, which repairs, refurbishes, reuses and recycles solar power systems, estimates that the collaboration and new provisions will help divert 48 million pounds of material from landfills and avoid 33,000 tons of carbon emissions.

“ENGIE’s precycling provision sets a new precedent for the utility-scale solar industry by proving that circular economy principles can be achieved without complex regulatory intervention and in a way that doesn’t require an up-front payment," Jesse Simons, co-founder and chief commercial officer at SOLARCYCLE, added in the release. "We’re happy to work creatively with leaders like ENGIE to support their commitment to circularity, domestic energy, and sustainability.”

Texas gets one step closer to CCUS permitting authority

This month, the U.S. Environmental Protection Agency (EPA) announced its proposed approval of Texas request for permitting authority under the Safe Drinking Water Act (SDWA) for Class VI underground injection wells for carbon capture, utilization and storage (CCUS) in the state. The State of Texas already has permitting authority for Class I-V injection wells. Granting authority for Class VI wells recognizes that Texas is well positioned to protect its underground sources of drinking water while also advancing economic opportunity and energy security.

“In the Safe Drinking Water Act, Congress laid out a clear vision for delegating decision-making from EPA to states that have local expertise and understand their water resources, geology, communities, and opportunities for economic growth,” said EPA Administrator Lee Zeldin in a news release. “EPA is taking a key step to support cooperative federalism by proposing to approve Texas to permit Class VI wells in the state.”

The Greater Houston Partnership’s Houston Energy Transition Initiative (HETI) has supported efforts to bring CCUS to a broader commercial scale since the initiative’s inception. Earlier this year, HETI commissioned a “study of studies” by Texas A&M University’s Energy Institute and Mary K. O’Connor Process Safety Center on the operational history and academic literature of CCUS safety in the United States. The report revealed that with state and federal regulations as well as technical and engineering technologies available today, CCUS is safe and presents a very low risk of impacts to human life. This is useful research for stakeholders interested in learning more about CCUS.

“The U.S. EPA’s proposal to approve Texas’ application for Class VI well permitting authority is yet another example of Texas’ continued leadership in meeting the dual challenge of producing more energy with less emissions,” said Jane Stricker, Senior Vice President of Energy at the Greater Houston Partnership and Executive Director of the Houston Energy Transition Initiative. “We applaud the U.S. EPA and Texas Railroad Commission for their collaborative efforts to ensure the supply of safe, affordable and reliable energy, and we call on all stakeholders to voice their support for the application during the public comment period.”

The U.S. EPA has announced a public comment period that will include a virtual public hearing on July 24, 2025 from 5-8 pm and conclude on July 31, 2025.
