To support rising demand for power, Houston-based utility company CenterPoint Energy has launched a $65 billion, 10-year capital improvement plan.

CenterPoint said that in its four-state service territory — Texas, Indiana, Minnesota and Ohio — the money will go toward building and maintaining a “resilient” electric grid and a safe natural gas system.

In the Houston area, CenterPoint forecasts peak demand for electricity will increase nearly 50 percent, to almost 31 gigawatts, by 2031 and peak demand will climb to almost 42 gigawatts by the middle of the next decade. CenterPoint provides energy to nearly 2.8 million customers in the Houston area.

In addition to the $65 billion capital improvement budget, which is almost 40 percent higher than the 2021 budget, CenterPoint has identified more than $10 billion in investment opportunities that could further improve electric and natural gas service.

“Every investment we make at CenterPoint is in service of our approximately seven million metered customers we have the privilege to serve,” CenterPoint president and CEO Jason Wells said in a news release.

“With our customer-driven yet conservative approach to growth, we continue to see significant potential for even more investment for the benefit of our customers that is not yet reflected in our new plan,” he added.

Summer outages remain major concern despite CenterPoint upgrades, report shows

A new survey from the University of Houston Hobby School of Public Affairs showed that nearly 70 percent of 2,300 Harris County registered voters polled were very worried or moderately worried about losing power this summer.

The survey asked residents questions about the potential impact of severe summer weather and to evaluate CenterPoint’s efforts to improve the electrical grid over the past year. It was conducted between July 9-18.

Among the three severe weather threats studied—being without power, high winds and flooding—loss of power was the primary concern among respondents. When asked to what extent residents were worried about being without power:

  • 42 percent were very worried
  • 27 percent were moderately worried
  • 19 percent were a little worried
  • 12 percent were not worried at all

Only 25 percent of respondents reported they were very worried about wind damage, and 20 percent were very worried about flooding.

The report also found that 63 percent of respondents held an unfavorable opinion of CenterPoint Energy.

And despite CenterPoint’s $3.2 billion Systemwide Resiliency Plan (SRP), partnerships with AI companies, and its ongoing Greater Houston Resiliency Initiative (GHRI), 44 percent of respondents said they believe CenterPoint has made only "a little bit" progress on improving the grid's overall reliability.

CenterPoint maintains that the SRP is expected to reduce storm-related outages by 1 billion minutes for its 2.8 million customers by 2029. The company also recently reported a 45 percent reduction in the duration of outages for individual customers from January to June of this year.

“We believe that these resiliency actions will help create a future with fewer outages that impact smaller clusters of customers, coupled with faster restoration times for our Greater Houston communities,” Jason Wells, president and CEO of CenterPoint, previously said in a news release.

CenterPoint Energy names new COO as resiliency initiatives continue

CenterPoint Energy has named Jesus Soto Jr. as its new executive vice president and chief operating officer.

An energy industry veteran with deep ties to Texas, Soto will oversee the company's electric operations, gas operations, safety, supply chain, and customer care functions. The company says Soto will also focus on improving reliability and meeting the increased energy needs in the states CenterPoint serves.

"We are pleased to be able to welcome a leader of Jesus Soto's caliber to CenterPoint's executive team,” Jason Wells, CEO and president of CenterPoint, said in a news release. “We have one of the most dynamic growth stories in the industry, and over the next five years we will deliver over $31 billion of investments across our footprint as part of our capital plan. Jesus's deep understanding and background are the perfect match to help us deliver this incredible scope of work at-pace that will foster the economic development and growth demands in our key markets. He will also be instrumental in helping us continue to focus on improving safety and delivering better reliability for all the communities we are fortunate to serve.”

Soto comes to CenterPoint with over 30 years of experience in leading large teams and executing large scale capital projects. As a longtime Houstonian, he served in roles as executive vice president of Quanta Services and COO for Mears Group Inc. He also served in senior leadership roles at other utility and energy companies, including PG&E Corporation in Northern California and El Paso Corp. in Houston.

Soto has a bachelor's degree in civil engineering from the University of Texas at El Paso, and a master's degree in civil engineering from Texas A&M University. He has a second master's degree in business administration from the University of Phoenix.

“I'm excited to join CenterPoint's high-performing team,” Soto said in the news release. “It's a true privilege to be able to serve our 7 million customers in Texas, Indiana, Ohio and Minnesota. Soto will join the company on Aug. 11 and report to Wells as CenterPoint continues on its Greater Houston Resiliency Initiative and Systemwide Resiliency Plan.

CenterPoint partners with AI company to help reduce outages, help restoration

CenterPoint Energy announced an agreement with Artificial Intelligence-powered infrastructure modeling platform Neara for engineering-grade simulations and analytics, and to deploy Neara’s AI capabilities across CenterPoint’s Greater Houston service area.

“We are thrilled to collaborate with CenterPoint as they lead the charge in addressing today’s most existential energy challenges,” Robert Brook, senior vice president and managing director of Neara Americas, says in a news release.

Neara’s AI-enabled simulation and analytics platform can help CenterPoint reduce customer outages and accelerate restoration efforts. The technology can support CenterPoint’s efforts to address higher-risk vegetation along power lines, and identify equipment upgrades. Upgrades can include pole replacements or reinforcements. The platform will help CenterPoint to prioritize “assets and locations where grid hardening improvements will help optimize system-wide benefit,” per the release.

"Our 3D digital modeling technology will help CenterPoint proactively reduce customer outages by simulating severe weather events, such as hurricanes, tropical storms, heat waves and flash floods, and their potential impact on the utility’s infrastructure,” Brook says in the release.

CenterPoint recently announced the ahead of schedule completion of core resiliency actions as part of the first phase of its Greater Houston Resiliency Initiative (GHRI). This included a series of targeted actions to improve the resiliency of CenterPoint Houston Electric's grid with a second phase of GHRI that will include strategic undergrounding, system hardening, self-healing grid technology and enhancements to the company's outage tracker. These efforts are all part of a longer-term resilience plan.

“Leveraging technology and AI to deliver better outcomes for our customers and communities is a significant part of the commitment we made after Hurricane Beryl,” adds CenterPoint President and CEO Jason Wells in a news release. “By simulating the potential impact of severe weather events on our infrastructure and customers, Neara’s platform and tools will inform our plans and actions before, during and after major weather events to help reduce the impact and duration of power outages. Understanding how weather scenarios and their risks could affect our operations will position us to be several steps ahead on our preparedness and response.”

In the wake of Hurricane Beryl, CenterPoint Energy announced its Greater Houston Resiliency Initiative. The initiative will include an “accelerated timeline to execute specific actions to strengthen electric infrastructure across Houston, and more than 40 critical actions in total to strengthen the electric grid, and improve the company's customer communications and emergency coordination before the next hurricane,” according to the company.

CenterPoint Energy announces $5B expanded resiliency plan

CenterPoint Energy disclosed that it's completed its core resiliency actions first phase of its Greater Houston Resiliency Initiative. The company also reports that it's outlined extra upcoming efforts.

Following the unprecedented outages of Hurricane Beryl, CenterPoint outlined its GHRI in August. As of last week, the first phase, which included more than 40 critical actions in total to strengthen the electric grid, has been completed ahead of schedule.

The company also announced a second phase of GHRI and approximately $5 billion in resiliency investment from 2026 to 2028, a figure that's around twice as much as initially promised.

"We have heard the call to action from our customers and elected officials, and we are responding with bold actions," says Jason Wells, CenterPoint president and CEO, in a statement. "Our defining goal, going forward, is this: to build the most resilient coastal grid in the country that can better withstand the extreme weather of the future. To achieve this ambition, we will undertake a historic level of resiliency actions and investment, because this is what the people of the Greater Houston area expect and deserve."

According to CenterPoint, the second phase will include system hardening, strategic undergrounding, self-healing grid technology, and further enhancements to the company's outage tracker.

CenterPoint outlined its recently completed efforts, including installing over 300 automation devices and more than 1,000 stronger poles, as well as removing hazardous vegetation from more than 2,000 miles of power lines. Next up, CenterPoint says it's near-term actions will include further grid strengthening, public communication improvements, and enhancements to local, community, and emergency partnerships. The details of this phase, which will take place between September 1 to June 1, will be released by September 30.

In the company's longer-term action plan, CenterPoint commits to $5 billion in upgrades from 2026 to 2028 — "the largest investment in Greater Houston infrastructure in the company's nearly 160-year history."

"The mission of this longer-term plan of action is to build the most resilient coastal grid in the country by investing in a smarter grid of the future that can better withstand a broad spectrum of risks," reads the statement. "The proposal, and the entire scope of these actions will be outlined in a new system resiliency plan that is expected to be filed with the Public Utility Commission of Texas on or before January 31, 2025."

CenterPoint reports that lawmakers have received this information directly, and that the plan will be shaped by feedback from its customers, experts, and stakeholders, including elected officials and local agencies.

DOE proposes cutting $1.2 billion in funding for hydrogen hub

The U.S. Department of Energy has proposed cutting $1.2 billion in funding for the HyVelocity Gulf Coast Hydrogen Hub, a clean energy project backed by AES, Air Liquide, Chevron, ExxonMobil, Mitsubishi Power Americas and Ørsted.

The HyVelocity project, which would produce clean hydrogen, appears on a new list of proposed DOE funding cancellations. The list was obtained by Latitude Media.

As of November, HyVelocity had already received $22 million of the potential $1.2 billion in DOE funding.

Other than the six main corporate backers, supporters of HyVelocity include the Center for Houston’s Future, Houston Advanced Research Center, Port Houston, University of Texas at Austin, Shell, the Texas governor’s office, Texas congressional delegation, and the City of Fort Worth.

Kristine Cone, a spokeswoman for GTI Energy, the hub’s administrator, told EnergyCapital that it hadn’t gotten an update from DOE about the hub’s status.

The list also shows the Magnolia Sequestration Hub in Louisiana, being developed by Occidental Petroleum subsidiary 1PointFive, could lose nearly $19.8 million in federal funding and the subsidiary’s South Texas Direct Air Capture (DAC) Hub on the King Ranch in Kleberg County could lose $50 million. In September, 1Point5 announced the $50 million award for its South Texas hub would be the first installment of up to $500 million in federal funding for the project.

Other possible DOE funding losses for Houston-area companies on the list include:

  • A little over $100 million earmarked for Houston-based BP Carbon Solutions to develop carbon storage projects
  • $100 million earmarked for Dow to produce battery-grade solvents for lithium-ion batteries. Dow operates chemical plants in Deer Park and LaPorte
  • $39 million earmarked for Daikin Comfort Technologies North America to produce energy-efficient heat pumps. The HVAC company operates the Daikin Texas Technology Park in Waller
  • Nearly $6 million earmarked for Houston-based Baker Hughes Energy Transition to reduce methane emissions from flares
  • $3 million earmarked for Spring-based Chevron to explore development of a DAC hub in Northern California
  • Nearly $2.9 million earmarked for Houston-based geothermal energy startup Fervo Energy’s geothermal plant in Utah

Houston ranks No. 99 out of 100 on new report of greenest U.S. cities

Houstonians may be feeling blue about a new ranking of the greenest cities in the U.S.

Among the country’s 100 largest cities based on population, Houston ranks 99th across 28 key indicators of “green” living in a new study from personal finance website WalletHub. The only city with a lower ranking is Glendale, Arizona. Last year, Houston landed at No. 98 on the WalletHub list.

“‘Green’ living means a choice to engage in cleaner, more sustainable habits in order to preserve the planet as much as possible,” WalletHub says.

Among the study’s ranking factors are the amount of greenhouse gas emissions per capita, the number of “smart energy” policies, and the presence of “green job” programs.

In the study, Houston received an overall score of 35.64 out of 100. WalletHub put its findings into four buckets, with Houston ranked 100th in the environment and transportation categories, 56th in the lifestyle and policy category, and 52nd in the energy sources category.

In the environment category, Houston has two big strikes against it. The metro area ranks among the 10 worst places for ozone pollution (No. 7) and year-round particle pollution (No. 8), according to the American Lung Association’s 2025 list of the most polluted cities.

In the WalletHub study, San Jose, California, earns the honor of being the country’s greenest city. It’s followed by Washington, D.C.; Oakland, California; Irvine, California; and San Francisco.

“There are plenty of things that individuals can do to adopt a green lifestyle, from recycling to sharing rides to installing solar panels on their homes,” WalletHub analyst Chip Lupo said in the report. “However, living in one of the greenest cities can make it even easier to care for the environment, due to sustainable laws and policies, access to locally grown produce, and infrastructure that allows residents to use vehicles less often. The greenest cities also are better for your health due to superior air and water quality.”
