The federal government has canceled more than $700 million in funding for three clean energy projects in the Houston area.

In all, the U.S. Department of Energy (DOE) recently wiped out $3.7 billion in funding for 24 carbon capture and decarbonization projects across the country.

It’s unclear how the loss of federal funding will affect the three Houston-area projects.

All $3.7 billion from the DOE was awarded in 2024 and 2025 during the Biden administration—in some cases days before President Trump took office.

“While the previous administration failed to conduct a thorough financial review before signing away billions of taxpayer dollars, the Trump administration is doing our due diligence to ensure we are utilizing taxpayer dollars to strengthen our national security, bolster affordable, reliable energy sources, and advance projects that generate the highest possible return on investment,” U.S. Energy Secretary Chris Wright said in a release.

Advocates for clean energy sharply criticized the DOE’s action:

  • Jessie Stolark, executive director of the Carbon Capture Coalition, said cancellation of the 24 DOE-funded projects “is a major step backward in the nationwide deployment of carbon management technologies. It is hugely disappointing to see these projects canceled — projects that had already progressed through a rigorous, months-long review process by technical experts at DOE.”
  • Iliana Paul, deputy director for the Sierra Club’s industrial transformation campaign, complained that the Trump administration “killed dozens of major investments in American competitiveness, good jobs, and cleaner air to support Trump’s tax cuts and line the pockets of billionaires. These projects were not just pro-climate; they were pro-jobs, pro-innovation, and pro-public health. American workers, fenceline communities, and forward-thinking companies have had the rug pulled out from under them.”
  • Conrad Schneider, senior U.S. director of the Clean Air Taskforce, said the DOE’s move “is bad for U.S. competitiveness in the global market and also directly contradictory to the administration’s stated goals of supporting energy production and environmental innovation. Canceling cutting-edge technology demonstrations, including support for carbon capture and storage projects, undercuts U.S. competitiveness at a time when there is a growing global market for cleaner industrial products and technologies.”

Tesla sales tumble 13% as Musk backlash, competition and aging lineup turn off buyers

Tesla sales fell 13% in the first three months of the year, another sign that Elon Musk’s once high-flying electric car company is struggling to attract buyers.

The double-digit drop is likely due to a combination of factors, including its aging lineup, competition from rivals and a backlash from Musk’s embrace of right wing politics. It also is a warning that the company’s first-quarter earnings report later this month could disappoint investors.

Tesla reported deliveries of 336,681 globally in the January to March quarter. The figure was down from sales of 387,000 in the same period a year ago. The decline came despite deep discounts, zero financing and other incentives.

Analysts polled by FactSet expected much higher deliveries of 408,000.

Dan Ives of Wedbush said in a note to clients that Tesla is seeing soft demand in the United States and China, as well as facing pressure in Europe.

“The brand crisis issues are clearly having a negative impact on Tesla...there is no debate,” he said.

Ives said that Wall Street financial analysts knew the first-quarter figures were likely to be bad, but that it was even worse than expected, calling them a “disaster on every metric.”

The sales drop came three weeks after President Donald Trump held an extraordinary press conference outside the White House in which he praised Tesla, blasted boycotts against the company and bought a Tesla himself while TV cameras rolled in an effort to help lift sales.

“I don’t like what’s happening to you,” said Trump, before slipping into a red Model S and exclaiming, “Wow. That’s beautiful.”

After falling as much as 6% in early Wednesday, Tesla stock shot up more than 5% in afternoon trading after a report from Politico, citing anonymous sources, that Musk may soon step down from leadership of his Department of Government Efficiency, the cost-cutting group that has led to tens of thousands of federal workers losing their jobs.

Tesla investors have complained the DOGE work has diverted Musk's focus from Tesla, where he is the CEO. On Tuesday, New York City's comptroller overseeing pension funds down $300 million this year on Tesla holdings called for a lawsuit accusing a distracted Musk of "driving Tesla off a financial cliff.”

Tesla’s stock has plunged by roughly half since hitting a mid-December record as expectations of a lighter regulatory touch and big profits with Donald Trump as president were replaced by fear that the boycott of Musk's cars and other problems could hit the company hard.

Analysts are still not sure exactly how much the fall in sales is due to the protests or other factors. Electric car sales have been sluggish in general, and Tesla in particular is suffering as car buyers hold off from buying its bestselling Model Y while waiting for an updated version.

Still, even bullish financial analysts who earlier downplayed the backlash to Musk’s polarizing political stances are acknowledging that it is hurting the company, something that Musk also recently acknowledged.

“This is a very expensive job,” Musk said at a Wisconsin rally on Sunday, referring to his DOGE role. “My Tesla stock and the stock of everyone who holds Tesla has gone roughly in half."

The protests come as the Austin, Texas electric vehicle maker faces fierce competition from other EV makers offering vastly improved models, including those of BYD. The Chinese EV giant unveiled in March a technology that allows it cars to charge up in just five to eight minutes.

Tesla is expected to report earnings of 48 cents per share for the first quarter later this month, up 7% from a year earlier, according to a survey of financial analysts who the car company by research firm FactSet.

Nearly all of Tesla’s sales in the quarter came from the smaller and less-expensive Models 3 and Y, with the company selling less than 13,000 more expensive models, which include X and S as well as the Cybertruck.

Engie to add 'precycling' agreements for forthcoming solar projects

Houston-based Engie North America has partnered with Arizona-based Solarcycle to recycle 1 million solar panels on forthcoming projects with a goal of achieving project circularity.

The collaboration allows Engie to incorporate "precycling" provisions into power purchase agreements made on 375 megawatts worth of projects in the Midwest, which are expected to be completed in the next few years, according to a news release from Engie.

Engie will use Solarcycle's advanced tracking capabilities to ensure that every panel on the selected projects is recycled once it reaches its end of life, and that the recovered materials are returned to the supply chain.

Additionally, all construction waste and system components for the selected projects will be recycled "to the maximum degree possible," according to Engie.

“We are delighted to bring this innovative approach to life. Our collaboration with Solarcycle demonstrates the shared commitment we have to the long-term sustainability of our industry,” Caroline Mead, SVP power marketing at ENGIE North America, said in the release.

Solarcyle, which repairs, refurbishes, reuses and recycles solar power systems, estimates that the collaboration and new provisions will help divert 48 million pounds of material from landfills and avoid 33,000 tons of carbon emissions.

“ENGIE’s precycling provision sets a new precedent for the utility-scale solar industry by proving that circular economy principles can be achieved without complex regulatory intervention and in a way that doesn’t require an up-front payment," Jesse Simons, co-founder and chief commercial officer at SOLARCYCLE, added in the release. "We’re happy to work creatively with leaders like ENGIE to support their commitment to circularity, domestic energy, and sustainability.”

Texas gets one step closer to CCUS permitting authority

This month, the U.S. Environmental Protection Agency (EPA) announced its proposed approval of Texas request for permitting authority under the Safe Drinking Water Act (SDWA) for Class VI underground injection wells for carbon capture, utilization and storage (CCUS) in the state. The State of Texas already has permitting authority for Class I-V injection wells. Granting authority for Class VI wells recognizes that Texas is well positioned to protect its underground sources of drinking water while also advancing economic opportunity and energy security.

“In the Safe Drinking Water Act, Congress laid out a clear vision for delegating decision-making from EPA to states that have local expertise and understand their water resources, geology, communities, and opportunities for economic growth,” said EPA Administrator Lee Zeldin in a news release. “EPA is taking a key step to support cooperative federalism by proposing to approve Texas to permit Class VI wells in the state.”

The Greater Houston Partnership’s Houston Energy Transition Initiative (HETI) has supported efforts to bring CCUS to a broader commercial scale since the initiative’s inception. Earlier this year, HETI commissioned a “study of studies” by Texas A&M University’s Energy Institute and Mary K. O’Connor Process Safety Center on the operational history and academic literature of CCUS safety in the United States. The report revealed that with state and federal regulations as well as technical and engineering technologies available today, CCUS is safe and presents a very low risk of impacts to human life. This is useful research for stakeholders interested in learning more about CCUS.

“The U.S. EPA’s proposal to approve Texas’ application for Class VI well permitting authority is yet another example of Texas’ continued leadership in meeting the dual challenge of producing more energy with less emissions,” said Jane Stricker, Senior Vice President of Energy at the Greater Houston Partnership and Executive Director of the Houston Energy Transition Initiative. “We applaud the U.S. EPA and Texas Railroad Commission for their collaborative efforts to ensure the supply of safe, affordable and reliable energy, and we call on all stakeholders to voice their support for the application during the public comment period.”

The U.S. EPA has announced a public comment period that will include a virtual public hearing on July 24, 2025 from 5-8 pm and conclude on July 31, 2025.

Houston team’s discovery brings solid-state batteries closer to EV use

A team of researchers from the University of Houston, Rice University and Brown University has uncovered new findings that could extend battery life and potentially change the electric vehicle landscape.

The team, led by Yan Yao, the Hugh Roy and Lillie Cranz Cullen Distinguished Professor of Electrical and Computer Engineering at UH, recently published its findings in the journal Nature Communications.

The work deployed a powerful, high-resolution imaging technique known as operando scanning electron microscopy to better understand why solid-state batteries break down and what could be done to slow the process.

“This research solves a long-standing mystery about why solid-state batteries sometimes fail,” Yao, corresponding author of the study, said in a news release. “This discovery allows solid-state batteries to operate under lower pressure, which can reduce the need for bulky external casing and improve overall safety.”

A solid-state battery replaces liquid electrolytes found in conventional lithium-ion cells with a solid separator, according to Car and Driver. They also boast faster recharging capabilities, better safety and higher energy density.

However, when it comes to EVs, solid-state batteries are not ideal since they require high external stack pressure to stay intact while operating.

Yao’s team learned that tiny empty spaces, or voids, form within the solid-state batteries and merge into a large gap, which causes them to fail. The team found that adding small amounts of alloying elements, like magnesium, can help close the voids and help the battery continue to function. The team captured it in real-time with high-resolution videos that showed what happens inside a battery while it’s working under a scanning electron microscope.

“By carefully adjusting the battery’s chemistry, we can significantly lower the pressure needed to keep it stable,” Lihong Zhao, the first author of this work, a former postdoctoral researcher in Yao’s lab and now an assistant professor of electrical and computer engineering at UH, said in the release. “This breakthrough brings solid-state batteries much closer to being ready for real-world EV applications.”

The team says it plans to build on the alloy concept and explore other metals that could improve battery performance in the future.

“It’s about making future energy storage more reliable for everyone,” Zhao added.

The research was supported by the U.S. Department of Energy’s Battery 500 Consortium under the Vehicle Technologies Program. Other contributors were Min Feng from Brown; Chaoshan Wu, Liqun Guo, Zhaoyang Chen, Samprash Risal and Zheng Fan from UH; and Qing Ai and Jun Lou from Rice.
